Stratégie de Lisbonne : où en est l'Europe ?

Abstract

Lancée en mars 2000, la « stratégie de Lisbonne » avait pour ambition de faire de l'Europe « l'économie de la connaissance la plus compétitive et la plus dynamique du monde » d'ici 2010. Qu'en est-il, un an et demi avant l'échéance ? Éloi Laurent montre que les objectifs fixés sont pour la plupart hors d'atteinte, malgré leur révision à mi-parcours. En outre, certains progrès masquent d'autres faiblesses, ce qui est révélateur de plusieurs contradictions dans les objectifs de Lisbonne. Ce bilan décevant est toutefois légèrement rehaussé par les performances environnementales de l'UE par rapport aux autres pays développés.
