Abstract

La crise a doublement renforcé la légitimité de la protection sociale, en réhabilitant le rôle contracyclique des prestations versées aux ménages mais aussi parce qu'elle a mis en avant les faiblesses des marchés financiers, présentés comme une alternative aux systèmes sociaux. Dans le même temps, la forte dégradation des finances publiques incite à limiter les dépenses sociales, alors même que la hausse du chômage et de la pauvreté font augmenter les besoins. Face à cette contrainte, les gouvernements sont tentés de réduire certains postes de dépense, comme les prestations familiales et la santé. Henri Sterdyniak analyse l'impact de la crise sur les comptes de la protection sociale avant de faire le point sur les stratégies possibles de retour à l'équilibre, en termes de baisse des dépenses mais également d'augmentation des recettes.
