Abstract

La restructuration de la dette grecque, au printemps dernier, a rappelé à nouveau combien l'insolvabilité d'un Etat souverain est une expérience récurrente, mais toujours difficile à traiter. Réduire la dette d'un royaume ou d'une république, ou simplement la rééchelonner du court vers le long terme, a été de tout temps une opération compliquée, imprévisible, impliquant in fine des coûts massifs pour toutes les parties concernées. C'est donc un constat inverse à celui qui prévaut pour les faillites privées, à l'intérieur des frontières nationales, qui suivent des procédures très banalisées, présentant une très grande continuité sur le plan historique...
