Quelles politiques économiques pour relancer la croissance ?

Abstract

Les autorités publiques disposent de plusieurs instruments pour mettre en place des politiques favorables à la création de richesses et à la prospérité. Mais de quelle prospérité parlons-nous ? S'agit-il de la seule croissance, pour laquelle les politiques budgétaire, monétaire et fiscale offrent de puissants leviers pour relancer l'économie ? Ces politiques de stabilisation macroéconomique ne sont bénéfiques à plus long terme qu'à condition de prendre en compte le risque inflationniste et le risque de défaut, comme le montre Jérôme Creel qui souligne qu'elles doivent être complétées par des réformes structurelles (sur le marché du travail, des biens et services, etc.). Ou bien s'agit-il de s'assurer d'une croissance soutenable, sur les plans environnementaux et sociaux ? À cette fin, on mobilisera plus particulièrement les politiques publiques, fiscales et d'investissements dits d'avenir, pour améliorer le bien-être et accélérer la transition écologique.
