Abstract

Les politiques de privatisation conduites en Chine peuvent s'analyser au regard de celles qui ont été menées en Europe centrales et en Asie. Les similitudes observables ne sont pas tant dans les régimes juridiques utilisés que dans les objectifs et rythmes de mise en œuvre. Que ce soit pour des régimes très centralisés et placés sous la domination d'élites autoritaires ou pour des Etats engagés sur la voie de la démocratie et de l'économie de marché, les politiques de privatisation représentent un enjeu majeur, en raison de l'émergence de nouvelles sources de pouvoir alternatives et potentiellement concurrentes. Comment opérer le changement des droits de propriété sans rien changer à la forme autoritaire de la domination politique dans le premier cas et sans menacer les nouveaux équilibres dans le second ? Dans tous les cas, les politiques de privatisation soulèvent la capacité des Etats à maintenir leur propre cohérence interne en limitant tout risque de défection de la part d'acteurs dotés de nouvelles ressources.
