Abstract

Le cas de la procédure d'octroi d'un permis de construire pour un parc éolien dans le South Lanarkshire en Écosse montre que, quand bien même un projet bénéficie d'un discours politique positif et de règles d'aménagement favorables au déploiement éolien et respecte l'ensemble des normes légales et réglementaires, l'acceptabilité n'est pas acquise. La dynamique de construction de l'acceptabilité sociale de ce projet renvoie d'abord à la capacité de l'acteur privé à garantir des arènes de dialogue avec les autorités et les communautés locales. Elle découle ensuite du rapport de force entre autorités locales et gouvernement central, ce dernier l'emportant pour aboutir à une conciliation d'intérêts a priori divergents mais encadrés par la loi. Enfin, elle dépend de la capacité d'un secteur énergétique actuellement dominé par les intérêts de quelques grands énergéticiens à entendre les revendications des communautés locales, à partager les bénéfices issus de la production éolienne et à s'adapter à l'émergence de projets indépendants et communautaires.
