Abstract

Le dernier rapport du Comité de suivi du Crédit d'Impôt pour la Compétitivité et l'Emploi (CICE) rappelle la difficulté d'évaluer l'impact de ce dispositif et propose des conclusions extrêmement prudentes sur son efficacité. Il mentionne également l'importance de mener des études macroéconomiques complémentaires aux travaux existants et la nécessité de poursuivre cette évaluation afin d'allonger la période de temps disponible pour ces analyses économétriques.Ce rapport relance la question de l'efficacité du CICE au moment même où l'exécutif annonce qu'il va le transformer en baisse de cotisations sociales patronales pour 2019. Cette mesure phare du quinquennat Hollande fait ainsi l'objet de multiples évaluations qui n'ont pour l'instant pas atteint de consensus (voir le rapport de France Stratégie : ou encore les évaluations de l'OFCE réalisées à partir d'emod.fr). À ce jour, France Stratégie conclue à un « un effet sur les salaires difficiles à déceler » et, avec un certain nombre de réserves, à un effet modéré sur l'emploi. [Premier paragraphe]
