Abstract

Rien n'est facile en Europe. S'il y a un certain consensus sur la nécessité d'améliorer le fonctionnement de l'UE, les projets diffèrent entre la Commission européenne, les États membres et à l'intérieur même des pays de l'UE. Sur la base du rapport des Cinq présidents de juin 2015 : Compléter l'Union économique et monétaire, la Commission propose de nouvelles avancées pour la zone euro, comme finaliser l'Union bancaire, développer l'Union des marchés de capitaux, créer de nouveaux instruments pour inciter les États membres à entreprendre des réformes structurelles ; créer une capacité de stabilisation budgétaire à l'échelle de la zone euro.
