Abstract

Le commerce agroalimentaire de l'UE a vu son solde diminuer dans la dernière décennie et devenir légèrement négatif. Si la PAC a évolué essentiellement sous la pression de contraintes internes, en particulier budgétaires, certains secteurs comme le sucre ou la banane ont dû être réformés sous la pression des accords multilatéraux signés en 1994 dans le cadre de l'Organisation Mondiale du Commerce (OMC). Dans la période récente, l'échec répété des négociations dans le cadre de l'OMC et la marginalisation de cette institution a conduit l'Union européenne à multiplier les accords commerciaux bilatéraux. Si la libéralisation des échanges permet d'offrir de nouveaux débouchés aux agriculteurs européens, elle met aussi sous pression certains secteurs et nécessitent des ajustements de la PAC.
