La décentralisation de la politique de cohésion à l'épreuve de la conditionnalité

Abstract

La politique de cohésion de l'Union se veut toujours plus efficace pour lutter contre les inégalités régionales. Pour y parvenir, une plus grande implication des acteurs locaux dans la gestion des fonds européens est apparue tel un facteur déterminant pour la programmation 2021-2027. En Slovaquie, petit pays, les inégalités régionales ont le plus augmenté au cours de ces dernières années, cette décentralisation - depuis longtemps inscrite dans sa législation - n'est toujours pas réellement appliquée. Parallèlement à la décentralisation, la politique de cohésion a progressivement instauré des contraintes de conditionnalité pour l'octroi de ses financements, afin de mieux orienter leur utilisation en fonction des objectifs poursuivis. Mais ces contraintes peuvent aller à l'encontre de l'autonomie liée à la décentralisation. Qu'en est-il pour la Slovaquie ?
