Abstract

The international arms trade is often condemned by public opinion as the supreme expression of the mercantile spirit. However, this state-to-state trade can help an allied country to protect itself. Its importance is relative and it also raises the problem of dual-use products or intermediate consumption that can alternatively be used for civilian or military purposes. Sellers seek to obtain economies of scale for their own production, to make profits for companies, to establish their "soft power" in another country. International or national rules are established to control this type of market.
