Abstract

L'exploitation des informations administratives relatives aux citoyens tend à générer des problèmes liés à la protection des données. Avec l'instauration en 2018 du Règlement général sur la protection des données (RGPD), les droits des administrés et la protection de leur vie privée se trouvent au centre des processus de mise en œuvre des Systèmes d'Information administratifs. S'appuyant sur une analyse de l'expérience utilisateur sur deux plateformes nationales, ameli.fr et caf.fr, notre article dresse un panorama des changements induits dans les services publics en ligne par le RGPD. Tout en essayant de mettre en relief les éléments constitutifs du RGPD, nous avons dégagé les principaux freins fonctionnels, humains et technologiques au regard du référentiel de mise en conformité à ce règlement.
