Abstract

Cette analyse cherche à évaluer les conséquences du renforcement de la politique d'aides directes à l'agriculture sur la formation des revenus agricoles et sur l'évolution des disparités qui en résultent depuis une dizaine d'années en France. En 1990-91, 80 % des exploitations du Réseau d'information comptable agricole (RICA) perçoivent une subvention d'exploitation qui s'élève à 26 600 F en moyenne soit 24 % du revenu agricole. Les subventions jouent un rôle croissant dans la formation des revenus agricoles de certaines catégories de producteurs. Elles constituent en 1991 plus de la moitié du revenu agricole en montagne, les trois-quarts en système bovin-viande et la totalité en système ovin. Globalement les subventions permettent de réduire dans des proportions qui peuvent être importantes les disparités de revenu entre régions et entre systèmes de production. Mais elles n'ont pas empêché les inégalités de revenu agricole de s'accroître de 15 % pendant la décennie 1980-1990. Les modalités d'attribution des subventions, liées à la dimension économique des exploitations, limitent leur effet compensateur sur la réduction des inégalités de revenu.
