Abstract

L'objectif de ce document est de contribuer au débat sur la mesure du degré de découplage de systèmes alternatifs de paiements directs aux producteurs. Il propose un modèle d'équilibre partiel, à deux secteurs mono-produit, utilisant un intrant variable, un facteur de production spécifique et un facteur de production fixe et allouable, qui permet d'explorer diverses questions relatives au découplage des instruments de politique agricole. Le document fournit un cadre théorique pour analyser les réponses des offres sectorielles à la mise en oeuvre de différents instruments de soutien interne. Il défend l'idée que l'impact de systèmes d'aides directes (forfaitaires ou assises sur les facteurs terre ou travail) sur la production et les échanges (i. e. leur degré de découplage) dépend essentiellement (i) du degré de mobilité des facteurs de production entre les secteurs et (ii) de la technologie de production.
