Abstract

Les auteurs etudient l'effet des quotas laitiers au cours de leur premiere campagne d'application (1984-1985) sur le comportement des livreurs de deux cooperatives de l'Ouest de la France, a partir d'une enquete par sondage realisee en 1985. La nouvelle politique a entraine un net freinage de la croissance des livraisons. La restructuration du secteur de production s'amorce, essentiellement grace aux primes nationales de cessation d'activite laitiere. Les litrages ainsi liberes permettent d'effectuer des redistributions de references, malgre tout insuffisantes pour faire face aux besoins de croissance d'un grand nombre de producteurs. On observe des effets sensibles d'adaptation aux quotas, mais, pour l'essentiel, il s'agit d'ajustements prudents, qui ne remettent pas encore en cause leurs systemes de production: distribution de lait aux veaux, abattage de quelques vaches, baisse des achats d'aliments. En 1985, la reorganisation du secteur est tout juste engagee.
