Abstract

L'Organisation commune de marché (OCM) du sucre basée sur un système de quotas est l'objet de nombreuses critiques. L'objectif de cet article est de présenter les résultats de travaux portant sur des réformes possibles de l'OCM sucre. La présentation des caractéristiques de l'OCM permet de mettre en évidence le rôle des taxes dans les choix de production et dans la transmission des variations du prix mondial sur le marché intérieur du sucre. Les auteurs étudient l'effet sur le surplus des producteurs d'une réduction du quota européen, de la création d'un quota unique et l'effet de l'adaptation aux contraintes imposées par l'accord du GATT. La réduction du quota global pour satisfaire ces contraintes entraîne un accroissement du surplus des producteurs.
