Abstract

Les mesures d'insertion professionnelle pour les jeunes, sous la forme de stages rémunérés, aident-elles leur accès à des emplois stables ? Quand on utilise l'enquête Emploi INSEE 1992, leurs effets, pour les jeunes de 18 à 29 ans dans leur ensemble, paraissent favorables mais ils ne sont pas statistiquement significatifs. Les stages rémunérés ont, en particulier, peu d'effet pour les groupes dont l'insertion est difficile : les jeunes femmes et les jeunes venant de familles où le capital scolaire initial est faible. Les stages rémunérés semblent jouer sur un mode d'insertion qui est proche de celui joué par les contrats de travail à durée déterminée. Si le secteur privé n'offre pas assez de tels moyens d'insertion dans un emploi stable, l'offre de stages rémunérés par le secteur public ou subventionnés par l'Etat peut conduire à accélérer l'insertion des jeunes. Mais ces stages peuvent aussi être utilisés comme un refuge contre le chômage. Ceci semble être particulièrement le cas pour les jeunes femmes qui éprouvent de fortes difficultés d'insertion.
