Abstract

Amorcée en 1992 et 1999, la réduction des distortions dans les échanges conduit la PAC à systématiser le découplage entre aides et productions agricoles. L'analyse centrée sur l'effet prix permet d'évaluer l'avantage collectif attendu, à l'aide de simulations sur modèle avec une hypothèse de dépense budgétaire européenne constante. Selon le niveau auquel la prime de découplage est offerte en substitution aux aides existantes, les "perdants" et les "gagnants" changent en nombre, en localisation, en variation de surplus, avec un avantage "producteurs-contribuables" inchangé à 1,8 milliard d'euros pour l'UE-15 par rapport à l'Agenda 2000. Ce gain serait de 0,8 milliard d'euros pour un découplage partiel proche de l'accord de Luxembourg de 2003.
