Le régime de paiement unique et l'agriculture de montagne en France

Abstract

Mobilisant le Réseau d'Information Comptable Agricole (RICA) français ainsi que des entretiens directs auprès d'agriculteurs et d'experts, cet article discute les effets potentiels du découplage des soutiens, institué par la réforme la Politique Agricole Commune (PAC) de juin 2003, sur les exploitations agricoles professionnelles de montagne. Une simulation est, tout d'abord, effectuée pour estimer le montant futur du paiement unique pour différentes catégories d'exploitations. Une discussion porte ensuite sur les effets probables du découplage sur les orientations productives. Cet article montre que les incitations à l'abandon de production ou même à une simple réorientation des systèmes productifs devraient être limitées du fait du découplage seulement partiel des aides. En effet, dans ces exploitations qui valorisent 14% de la superficie agricole utile nationale, le paiement unique est estimé à 123 €/ha en moyenne, soit environ 8 000 € par exploitation. Il représente finalement un montant modeste par rapport aux soutiens directs accordés au titre du développement rural, qui continueront à jouer un rôle déterminant dans la formation du revenu de ces exploitations.
