Abstract

L'ouest des États-Unis est réputé pour avoir mis en place au cours du XXème siècle des marchés de droits d'eau, permettant de faire face à l'irrégularité de la disponibilité des ressources dans les États aux climats semi-aride et aride (Californie, Arizona, Nevada, notamment). Si les premières expériences visaient à réallouer des droits d'eau entre les principaux secteurs (agriculture, industrie, alimentation en eau potable), certains de ces marchés ont été par la suite développés pour soutenir les débits des cours d'eau en considérant l'environnement comme un secteur à part entière. L'objectif de cette communication est de présenter la variété des dispositifs institutionnels mis en place dans ces différents États de l'ouest américain, en se focalisant spécifiquement sur les marchés de l'eau pour l'environnement. Nous analyserons les conditions de faisabilité de ces marchés et esquisserons un bilan de l'intérêt et des limites de tels dispositifs institutionnels.
