Abstract

[eng] This paper analyses the consequences of the completion of the European Internal Market in public sector procurement. After a studiy of national purchasing pactices in public sector, the paper criticizes the Atkins report. Then the benefits of the internal market are analyzed by considering the strategies of the firmes in competitive tendering. [fre] Cet article analyse les perspectives ouvertes aux marchés publics par le marché unique européen de 1993. Après un rappel des procédures utilisées dans les différents pays, les conséquences de l'ouverture sont analysées à partir du rapport Atkins puis en tenant compte des stratégies des entreprises face à un appel d'offres.
