Abstract

The government of France on three occasions has proposed the creation of an International disarmament fund for Development. However, the studies that have been undertaken to study its validity and interest have not been conclusive, on the one hand because it is necessary that all States accept the principle and that the conditions of its organization, its resources and contributions are brought together. In addition, any disarmament process is expensive. The capital of military installations becomes obsolete in a situation of strong competition, since dual modes of production are rare in view of the technological sophistication of military equipment. For the success of an FIDD, it is necessary to have a firm long-term political will shared by all the protagonists and to clearly define the modalities of resources and allocations thus committed.
