L'évolution de la gestion publique : du management traditionnel au Post Nouveau management public

Abstract

Le modèle de la bureaucratie a dominé le secteur public de la fin du 19 ème siècle au début des années 1980, jusqu'à ce que les principes managériaux et de marché portés par le New Public Management (NPM) commencent à s'infiltrer dans le secteur public. Par ailleurs, les réformes entreprises au début des années 1980 au Royaume-Uni et en Nouvelle-Zélande sont souvent présentées comme des références en matière de NPM. Par la suite, ce mouvement s'est répandu dans la plupart des pays de l'OCDE dont les États-Unis, le Canada, l'Allemagne, ou les Pays-Bas, et a permis la diffusion d'un modèle de management par la performance homogène et universel au sein du secteur public.
