Abstract

Les collectivités territoriales doivent actuellement faire face à un défi de taille : répondre à des compétences élargies dans un contexte budgétaire compliqué. Dans ce cadre, la certification des comptes de ces collectivités locales apparait comme un enjeu essentiel pour une maîtrise des ressources, en toute transparence. Explications avec Marie Caussimont, Doctorante en Sciences de Gestion, qui a travaillé sur ce sujet sous la direction de David Carassus, directeur de la chaire Optima. Les bienfaits d'un auditeur externe Depuis plusieurs années, les collectivités locales se voient confier des responsabilités croissantes par les différents actes de décentralisation. Cette situation invite ces collectivités à « devenir à la fois plus maîtresses de leurs ressources, mais aussi plus responsables et transparentes », notent Marie Caussimont, Doctorante en Sciences de Gestion, et David Carassus, directeur de la chaire Optima (Observatoire du pilotage et de l'innovation managériale locale).
