Abstract

La politique agricole de la communauté est critiquée depuis longtemps. A l'intérieur, certains l'accusent d'être inefficace et d'avoir des effets inégalitaires entre les agriculteurs, les régions, les états membres. A l'extérieur, les concurrents de la CEE sur les marchés mondiaux dénoncent son protectionnisme et surtout ses pratiques d'exportation (restitutions). Ces critiques ne sont pas nouvelles ; elles ont existé dès l'origine de l'Europe verte. Elles sont reprises avec une intensité variable en fonction de la conjoncture mondiale ou de difficultés propres à certaines productions sans toutefois déboucher sur des changements majeurs d'orientation.
