Le coût des fluctuations cycliques agricoles pour la collectivité

Abstract

Les notions de surplus sont utilisées pour évaluer la perte économique et les effets de répartition induits par les cycles agricoles. Quand le cycle est régulier, la perte collective et les transferts prennent une forme simple en fonction de l'amplitude des prix et des quantités. Le rôle redistributif du secteur intermédiaire est discuté en fonction du mode de formation des marges. Trois politiques de stabilisation (retrait des excédents, paiements compensatoires et stockage) sont évaluées en terme de bilan économique et d'impact sur la répartition des revenus et sur les dépenses publiques.
