Abstract

Deux ou trois ans après le début du processus de démocratisation et d'ouverture des frontières, les pays d'Europe Centrale et Orientale se trouvent confrontés à de graves problèmes de formation, de l'ouvrier spécialisé à l'ingénieur. Ceci est particulièrement vrai dans le domaine agricole et agroalimentaire, tant le secteur primaire joue un rôle économique et social important dans ces pays. L'outil de production agricole, (structures d'exploitations, équipements, main d'œuvre) y est en effet soit vétuste ou obsolète, soit complètement inadapté aux nécessités de l'heure. Ce constat s'aggrave lorsqu'on sait que l'agriculture présente un faible degré de performance, aussi bien technique qu'économique, que la qualité des produits n'est pas conforme aux normes communément admises dans l'Europe de l'Ouest, et que l'environnement subit de sérieuses dégradations du fait des pratiques agronomiques usitées.
