L'installation des nouveaux agriculteurs dans les pays d'Europe centrale et orientale : un point de vue occidental

Abstract

L'objet de cette communication est de présenter la synthèse de quelques observations réalisées lors de nombreux voyages en Pologne, Hongrie République Tchèque et Roumanie, sur l'installation des nouveaux agriculteurs, envisagée ici dans un cadre exclusivement familial. Il ne faut en effet pas ignorer que dans ces pays existent des créations d'entreprises agricoles de grande taille, par de jeunes entrepreneurs, en particulier à partir de grandes exploitations d'état privatisées. Ce type d'installation ne rentre donc pas dans notre propos. Nous nous interrogerons pour commencer sur les causes de l'émergence d'une population de nouveaux agriculteurs, et sur son importance. Ceci nous conduira ensuite à évoquer les conditions de constitution de l'exploitation nouvelle, son fonctionnement technique et économique, et son environnement socio-économique et commercial. Les commentaires exprimés ici, qui n'engagent que leur auteur, visent à ouvrir une réflexion sur la viabilité et la pérennité des ces exploitations récemment créées, ou en cours de création.
