Regulation of nonpoint source pollution when factor augmentation of polluting inputs is possible

Abstract

Cet article présente des procédures de régulation de la pollution diffuse d'origine agricole. Les producteurs sont caractérisés par un paramètre inobservable représentant un indice de fertilité du sol, reliant la demande et l'apport en engrais. La solution de second rang consiste en une taxe marginale personnalisée décroissante dans le paramètre de fertilité, et en une partie fixe croissante. L'article considère la possibilité pour certains agriculteurs d'exercer un effort analogue à un mécanisme d'augmentation de facteur. La solution optimale de second rang pour l'effort est décrite, une condition de réduction de la pollution étant que l'effort soit supérieur à celui de la situation hors régulation.
