Abstract

Cet article analyse la coordination internationale au sein de l'Union européenne en traitant l'exemple des échanges de céréales sur le marché mondial. L'accent est mis sur les divergences d'intérêts qui existent sur ce marché entre les deux principaux exportateurs européens : la France et le Royaume-Uni. Les auteurs montrent comment la possibilité de parvenir à un accord soutenable (au sens de la théorie des jeux coopératifs) dépend, de la nature de la fonction objectif de chaque Etat membre (débat sur la préférence sociale accordée aux agriculteurs à l'intérieur de chaque Etat), du choix des instruments utilisés pour limiter les productions de céréales (notamment sur les pourcentages de gel de terres et le niveau des aides compensatoires), du mode de financement du FEOGA par les Etats. L'utilisation du modèle Aropaj permet de fournir les résultats quantifiés dans le cadre d'une approche sectorielle.
