Abstract

Le contexte théorique et politique sur lequel l'État-providence s'est constitué dans les pays développés n'est plus le même. Les solutions envisagées à partir des années soixante-dix n'ont pas réussi à prendre acte du nouvel environnement. Après avoir retiré des individus du marché du travail, l'enjeu est maintenant de se tourner vers le travail, mais sans négliger les aspects de justice sociale. Les axes principaux de cette transformation, selon de nombreux chercheurs internationaux, seraient en particulier centrés sur une stratégie de prévention et d'investissement social, notamment en direction des enfants.
