Abstract

Si l'accroissement de l'espérance de vie, observé dans de nombreux pays, doit beaucoup aux progrès réalisés en médecine, la qualité de vie des personnes âgées dépend étroitement de la prise en charge sociale des innovations requises pour leur maintien à domicile à un âge avancé. Le concept de « bien vieillir » envisagé comme un projet et un progrès sociétal, suppose explicitement qu'il s'applique à tous, de manière équitable. Nous considérerons dans ce chapitre le rôle de l'Etat – ou des Etats – et de ses organismes sociaux dans la définition et la diffusion concrète de cet aspect de la qualité de la vie, consistant d'une part à mettre en place une politique d'innovation ciblée et d'autre part à assurer la régulation d'un secteur émergent, celui des produits et services à destination des personnes âgées.
