Abstract

Cette recherche analyse le processus de construction d'un balanced scorecard au sein d'une organisation publique. Le cadre théorique mobilisé est celui de la théorie de la traduction et plus particulièrement la notion d'actant développée par Callon et Latour. Cette étude repose sur une recherche-intervention menée sur une période de deux ans avec une organisation publique. Elle analyse le rôle des objets dans la trajectoire suivie par l'outil de gestion. Ces objets génèrent deux dynamiques : le passage d'une situation de conflit à une situation de compromis et le passage d'une situation de revendication à une situation d'imposition. In fine, l'article propose de porter un regard nouveau sur les enjeux des processus d'instrumentation de l'action publique.
