Dynamiser la filière bois par le développement durable : Le cas d’un Pôle d’Excellence Rurale Bois Bio-ressources

Abstract

Parmi les Pôles d'Excellence Rurale (PER) du Sud-Ouest, peu de projets ont réussi à s'inscrire dans une démarche de développement durable (DD). Deux PER bois bio ressources se distinguent par leur ampleur, malgré des conditions adverses : filière bois fortement atomisée, durée courte du dispositif PER (3 ans), et même absence de tradition forestière dans le PER étudié. La recherche menée (observations participantes, et recherche intervention) montre qu'intéresser les acteurs à « cause commune » légitime avec des projets porteurs de développement économique contribue à faire évoluer des pratiques, qui empêchaient tout développement de la filière bois. La force du PER réside dans sa capacité à activer sur le territoire différentes formes de proximité, par le double encastrement du DD, jugé légitime, dans la « cause commune » et les projets mobilisateurs.
