Abstract

Après avoir été longtemps le premier producteur mondial de gaz naturel, la Russie est passée en 2013 derrière les États-Unis suite à l'essor des gaz de schiste outre-Atlantique. L'industrie gazière reste cependant l'un des secteurs les plus importants de l'économie russe dans la mesure où les exportations de gaz naturel sont devenues une variable essentielle de la politique économique, notamment au regard de la stabilité du budget de l'État. L'importance des réserves met la Russie à l'abri de mauvaises surprises mais l'industrie gazière se trouve confrontée en 2014 à un certain nombre de contraintes et d'incertitudes tant sur le plan interne que sur celui des débouchés extérieurs. D'ordre réglementaire, économique et institutionnel, elles pèseront sur les choix qui seront faits et donc sur le devenir à long terme de cette industrie.
