Abstract

l y a dix ans nous examinions, avec Alain Grandjean, l'état des politiques énergie climat en France, un an après le Grenelle de l'environnement. C'était dans un contexte international marqué par des prix du pétrole supérieurs à 100 $/bl et, en France, de réflexion intense sur la fiscalité carbone. Il s'est depuis passé beaucoup de choses dans ce domaine et la question est posée de la réalité des avancées, que ce soit dans la définition des politiques ou dans leur mise en oeuvre. Avons-nous beaucoup progressé ? Quelles sont aujourd'hui les différences dans la perception des enjeux, des contraintes et des opportunités ?
