Abstract

Le chapitre traite de l'architecture et les modes de fonctionnement de l'ESR à travers l'articulation de la formation et de la recherche. Il mobilise pour ce faire une analyse institutionnelle et s'appuie sur une enquête de terrain auprès des principaux responsables des établissements du supérieur (vice-présidents formation et recherche) et de l'évaluation (délégués ou conseillers scientifiques AERES-HCERES) pour établir un diagnostic partagé sur le fonctionnement institutionnel. Il ressort de son étude que l'enchevêtrement de structures institutionnelles et les désarticulations formation-recherche qui sont propres à l'ESR français conduisent à préconiser l'adoption de réformes structurelles. Il s'agit de remédier ainsi à ce qui est analysé comme l'existence conjointe d'un dualisme inter-établissements et de dichotomies intra-établissements qui nuisent gravement à la cohérence interne et aux performances du modèle. Des réformes politiques apparaissent ainsi indispensables pour permettre aux acteurs de terrain de contribuer plus efficacement à l'intérêt général par des politiques d'établissements au service d'une meilleure adéquation formation recherche.
