Impacts économiques d'une réduction des utilisations agricoles des engrais minéraux en France : analyse en équilibre général

Abstract

L'objectif principal est d'évaluer les conséquences pour l'économie française de politiques de réduction des utilisations agricoles des engrais minéraux et des produits phytosanitaires. Les politiques considérées sont, d'une part la taxation des engrais minéraux ou des pesticides, d'autre part le quota d'utilisation des engrais minéraux. Les évaluations sont conduites dans un cadre d'équilibre général, le modèle utilisé étant MEGAAF (Modèle d'équilibre général de l'agriculture et de l'agroalimentaire français). Les résultats des différents scénarios montrent qu'une politique de réduction de 15% environ des utilisations agricoles des engrais minéraux n'aurait, somme toute, que des effets relativement limités sur les allocations des surfaces entre cultures, les offres des productions agricoles, et les prix à la production et à la consommation de divers biens agricoles. Tous les scénarios étudiés aboutissent à une augmentation du bien-être privé, mesuré par la variation équivalente, de l'économie française.
