Abstract

Cet ouvrage est une version actualisée et légèrement remaniée d'une thèse d'État (Sciences économiques) rédigée sous la direction du Professeur Henri Bartoli, et soutenue en 1979. Il a pour objet un bilan, simultanément factuel et théorique, des efforts anti pauvreté americains depuis 1964 : sont ainsi discutées et replacées dans leur contexte la célèbre « guerre contre la pauvreté » du Président Johnson, les actions qui l'ont suivie, les expérimentations d'impôts négatifs, jusqu'à la récente « révolte des contribuables ». Cette politique sociale est questionnée d'abord dans son deroulement et ses resultats : depuis 1973, le nombre des pauvres officiellement recensés aux États-Unis est stabilisé aux alentours de 25 millions. Une seconde partie en étudie les fondements théoriques dans leur devenir, et identifie une conception de plus en plus unidimensionnelle de la pauvreté. Enfin, une dernière partie examine les alternatives effectivement proposées, et amorce l'élargissement inéluctable du concept même de pauvreté.
