Abstract

Cet article propose une réflexion autour d'une forme particulière de gouvernement des corps collectifs en dialogue avec les travaux de Fassin et Butler: l'encadrement biopolitique des sujets et des groupes défavorisés autour de la mise en oeuvre des politiques sociales. La recherche se tourne, plus précisément, vers des images institutionnelles des bénéficiaires du Programme Bolsa Família (disponible sur le site du Ministère du Développement Social) afin de montrer comment le gouvernement biopolitique et néolibéral des corps collectifs implique la construction de récits, d'arguments et de déclarations qui établissent des distinctions entre les modes de vie jugés dignes et ceux qui sont largement perçus comme méprisables. L'encadrement biopolitique est une technique de gouvernement ou de gouvernementalité qui donne forme aux scènes d'apparition du peuple, définissant des sujets et des groupes exemplaires. Ceux-ci sont présentés comme référence, leur projet et leur mode de vie sont considérés comme l'antithèse de la déviation et des existences jugées indignes de considération et d'appréciation d'un point de vue moral.
