L'Innovation des Services Publics à l'aide de Tics dans le contexte des Smart Cities

Abstract

La notion de Smart City englobe des initiatives émergentes basées sur les Technologies de l'Information (Tics) comme levier pour l'amélioration des services urbains à travers la cocréation des Smart Public Services. Les Tics conduisent l'innovation de service, mais produisent également de nouvelles exigences. Basée sur de données empiriques comparées cons-tamment avec la littérature, cette recherche présente un modèle heuris-tique pour comprendre comment les organisations gestionnaires de ser-vices publics gouvernent et articulent l'hétérogénéité des ressources et de nouvelles exigences nécessaires pour cocréer des «Smart Public Ser-vices». Afin d'illustrer le modèle, l'étude présente les cas d'un projet natio-nal français de cocréation des «Smart Public Services» à l'aide de la tech-nologie Near Field Communication (NFC). Le modèle propose une vision élargie de l'innovation de services publics dans le contexte des smart ci-ties, contribuant à l'exploration de l'enchevêtrement sociomatériel des « smart services systems ».
