Abstract

En l'espace de quelques années, la logistique urbaine s'est imposée comme terrain d'expérimentations. Incontestablement, c'est la pression environnementale qui a fait du TMV (Transport des Marchandises en Ville) un sujet de première importance. Les villes ne pouvant plus, en effet, continuer à absorber la croissance de leurs déplacements, les livraisons des commerces comme celles des internautes, la nécessité de mettre en place des politiques de distribution urbaine adaptées s'est affirmée un peu partout en Europe. Néanmoins, de nombreux projets de logistique urbaine ne se sont pas pérennisés une fois l'arrêt du soutien financier des pouvoirs publics… L'objet de cet article est de tenter de comprendre de quelle manière l'Italie et la Roumanie, deux pays possédant des caractéristiques propres de culture logistique, s'intéressent à la logistique urbaine et mettent en place des projets grâce notamment aux financements européens. Pour cette réflexion et comparaison, la théorie néo-institutionnelle sera mobilisée. Mots clés : logistique urbaine, théorie néo-institutionnelle, culture logistique, projets européens, ENCLOSE, DOROTHY, ELU (Espace Logistique Urbain) Within a few years, urban logistics has emerged as a ground of experimentations. The environmental pressure has clearly made the urban goods transport (UGT) an issue of major importance. In fact, cities can no longer continue to absorb the growth of urban trips, shops and users deliveries. So, the need to implement appropriate urban distribution policies has emerged all over Europe. However, many urban logistics projects have not been perpetuated after financial support from public authorities was withdrawn... The purpose of this article is to try to understand how Italy and Romania, two countries with specific logistics cultures, are interested in urban logistics and set up projects thanks to European funding. This reflection and comparison are based on the New Institutional theory.
