Vers une gouvernance mondiale de la sûreté nucléaire contraignante : une quête impossible ?

Abstract

L'accident de Fukushima repose la question de la viabilité sociale et économique de la technologie nucléaire. Il faudrait arriver à garantir au plan international la sûreté maximale pour éviter tout nouvel accident afin de préserver l'acceptabilité de la technologie. Pour obtenir des infléchissements marqués en matière de standards de conception et d'exploitation et dans les pratiques institutionnelles de contrôle de la sûreté dans tous les pays à option nucléaire, l'idéal serait sans doute de parvenir à la mise en place d'une gouvernance internationale contraignante. L'article examine les incitations et les conditions pour y parvenir. Les incitations ne semblent pas assez fortes sur les États pour qu'ils délèguent une partie de leur souveraineté dans ce domaine. On est condamné à se contenter d'une gouvernance faible qui combine le rôle actuel de facilitateur de l'AIEA et la pression par les pairs pour les exploitants, les vendeurs et les autorités de sûreté, en observant que, pour chacun, les incitations à la rigueur sont en train d'être renforcées.
