Abstract

Ce rapport tient compte des données recueillies sur le terrain par des équipes locales dans les Départements d'Outre-Mer (DOM) 1. Ces études ont été menées en 2004-2005. Elles se sont penchées sur les effets de la décentralisation, volet RMI-RMA, en Outre-Mer. Les DOM, par rapport à la Métropole, présentent des spécificités dans la mise en oeuvre du RMI, ce que nous verrons dans une première partie. La loi n°2003-1200 du 18 décembre 2003 portant sur la décentralisation relative au RMI et mettant en place le RMA intervient dans ce contexte singulier, ce qui fera l'objet d'un deuxième développement.
