Abstract

Bien qu'imposant un référentiel puissant, le programme‐cadre de recherche et de développement technologique (PCRDT) de l'Union européenne est l'objet d'actions de lobbying de la part des opérateurs infracommunautaires ‐ États membres, régions, organismes de recherche, groupements d'universités ‐ soucieux d'y optimiser leur participation. Cette contribution propose une typologie des différentes formes de lobbying en jeu, faisant apparaître une tendance aux aménagements de surface et à l'incrémentalisme. Elle recourt au cadre théorique de l'ACF (Advocacy Coalition Framework) pour analyser les implications organisationnelles et réticulaires qui en découlent.
