Abstract

A travers l'analyse de la conception et de la mise en œuvre d'un projet d'administration, ce cas vise à mettre en lumière les problèmes et enjeux de la déclinaison et du pilotage d'une stratégie dans le contexte public. Après avoir présenté les composantes et enjeux du pilotage stratégique, l'importance d'une approche systémique des outils de pilotage (control mix) est illustrée par un cas où les difficultés rencontrées dans le pilotage de la stratégie ne proviennent pas de la défaillance d'un instrument, mais de l'ordonnancement global de la démarche (interface entre les instruments).
