"Le "Higher Education and Research Act 2017": acte de décès du service public de l'enseignement supérieur en Angleterre?

Abstract

L'Angleterre est le premier pays européen à avoir, dans les années 1980, amorcé la conversion de son enseignement supérieur (ES) du service public au marché. La dernière loi sur l'ES, le "Higher Education and Research Act" adopté en juin 2017, semble parachever ce processus. Cet article revient sur les spécificités du modèle anglais d'université et sur ses presque 40 années de réformes, soit le processus de déconstruction de l'essentiel de ses caractéristiques de service public. Analysant les contradictions et conflits d'intérêt déjà présents dans la situation actuelle mais amplifiés par la nouvelle loi et l'organisme de régulation qu'elle crée (l'Office for Students), il invite à s'interroger sur la viabilité du modèle.
