Le syndrome hollandais dans les DOM, leçons pour Mayotte

Abstract

Le syndrome hollandais est un phénomène de déséquilibre macroéconomique qui peut résulter des transferts de revenu. Il expliquerait l'hypertrophie du secteur abrité de la concurrence internationale et l'éviction des activités du secteur exportateur et notamment touristique dans les départements et région d'Outre-Mer (DOM). L'objectif de cet article est double. D'une part, à l'aide des statistiques récentes sur les économies domiennes, confronter les hypothèses des modèles de syndrome hollandais au développement économique de ses territoires afin de vérifier si les manifestations du syndrome hollandais y sont toujours présentes. D'autre part, tirer de l'expérience de développement de ses départements, les stratégies pour limiter l'apparition de ce phénomène à Mayotte, nouveau DOM depuis le 31 mars 2011.
