Abstract

La DCE pose des questions sur le recouvrement des coûts. À cet égard, elle a le grand mérite de définir ce que sont les services d'eau : toute activité qui a un impact fort sur l'eau et qui procède par le biais d'ouvrages à l'irrigation de cette eau, à son stockage, à son traitement et aussi à son rejet ensuite dans le milieu. L'irrigation individuelle est un exemple de service pour compte propre.En France, l'irrigation individuelle concerne entre 50% et 70% des superficies irriguées. En revanche la gestion collective n'est pas majoritaire en France, elle concerne seulement 11% des superficies, organisées en sociétés d'aménagement régional et associations d'usagers. Ce type de structures ont deux objectifs principaux : l'équilibre budgétaire pour assurer la durabilité des services, et la limitation de la pression sur la ressource ; deux objectifs qui ne sont pas toujours compatibles.
