Quel avenir pour les francs CFA ?

Abstract

Les incertitudes de la situation économique mondiale, les difficultés de l'Afrique centrale dues à la baisse du prix du pétrole, les progrès de l'intégration commerciale en Afrique de l'Ouest suscitent une nouvelle réflexion sur l'avenir de la Zone franc. Celle-ci a plus de cinquante années d'existence et a connu de nombreuses réformes qui, tout en laissant subsister les principes de base, fixité du taux de change des francs CFA et garantie de convertibilité par le moyen des comptes d'opérations des Banques centrales (BCEAO et BEAC) auprès du Trésor français, ont montré sa capacité d'adaptation à des situations nouvelles : africanisation de la gouvernance des banques centrales, création des Unions économiques, contrôle sur les mouvements de capitaux, substitution de l'euro au franc français, statut d'indépendance des banques centrales. La Zone franc est un mode de coopération internationale original et efficace. Elle peut, comme par le passé et selon la demande des Etats africains évoluer à nouveau. Trois questions principales sont analysées. 1) Est-il souhaitable de donner plus de flexibilité au taux de change des francs CFA et comment y parvenir? 2) Doit-on supprimer les comptes d'opérations ou modifier leur fonctionnement et la participation de la France à la gouvernance des Banques centrales ? 3) L'élargissement géographique des Unions, notamment de l'UEMOA, est-il compatible avec la poursuite du soutien de la France ?
